It's an entry-level monitor that doesn't come individually color-calibrated. If you wanted that, you'd have to look at professional graphics monitors which cost a multiple of this one.
However, the manufacturer supplied color calibration profile works pretty well. While this profile isn't matching your individual monitor, it is at least a profile matching the model series as well as possible.
According to my experience, the ICC profile that you're asking about gets installed automatically by Windows, when the driver for the display installs. I have a Samsung 2693HM and I never had to download it separately, it just installed correctly for me.
