After looking at the responses I get an /api/#userid#/rules call, it looks like it's possible, but not from any app or program that I have seen. Each button has an "actions" property. It's an array, with each array element having "address", "method", and "body" properties. So, if you know how to do something with a series of API calls, you can probably do it.
After initial hub, bulb, and tap config, will the hue tap still control the scenes if the hub is disconnected from the LAN?
No, everything needs an internet connection to communicate with each other.
